Callout Block: Alignment improvements

Problem 1: Icon is not aligned well to first block. Ideally the icon's vertical position should adjust based on the vertical centre of the first block. For a text block, it stays where it is. But for a H1 block, the icon should move further down. See image where the lightbulb emoticon looks strangely high compared to 'Candidate Candice'.

Here is another example when a bullet point is used as the first block:

Problem 2: Padding on the bottom is too small. The background padding for the callout becomes especially small when there is some bulleted or numbered list. The padding should be larger.

Problem 3: Padding on the right-side is too small. Could be increased a little bit because the text seems to go quite close to the edge.
