No "Bao's device" message if no agent configured

Without any agent, why is this pop-up appearing?

I use two computers every day, and every time I switch between them, I get this pop-up—even though I don't use Bao!

Note also that the time is strongly incorrect (here, FIXE-61 is offline for 6 hours).

This ties into a broader theme: only display AI-related content if the user wants it—that will help avoid backlash.
