Add block after another one more easily

This might be up for debate, but personally, I regularly struggle when I need to add a block between two existing blocks. I often have to resort to workarounds (like creating the block elsewhere and then pasting it between the two images I want to separate, for example).

Is it possible to bring back the “+” button for adding blocks, or an equivalent solution that’s just as seamless for editing?
