Allow Blocks to be set as external links

When only a link is typed into a block, it becomes hard to select only the text to turn it into a link.
This is particularly true with chat links. The editor keeps trying to auto-select the entire block instead of just the text within that block.
If I wanted to have a client contact card, then listed the created website for them as a standalone block, it'd be helpful if I could turn that whole block into a click-thru link to the website instead of just the text within the block becoming a link.
